Steps to acquire your Level 1 Complex Operations:
Complete Ground School Training: Enroll in a Transport Canada-compliant ground school program that covers the knowledge requirements outlined in Transport Canada's TP 15530 document.
Recommended Schools:
Pass the Level 1 Complex Operations Exam: After completing the ground school, schedule and pass the Transport Canada Level 1 Complex Operations exam through the Drone Management Portal.
Undergo a Flight Review: Successfully complete an in-person flight review with a certified flight reviewer to demonstrate practical RPAS operation skills.

Apply for an RPAS Operator Certificate: Additionally, to conduct Level 1 Complex Operations, you must obtain an RPAS Operator Certificate (RPOC). This involves establishing safety policies and procedures, appointing key personnel, and submitting a declaration to Transport Canada via the Drone Management Portal. You will need to have identified:
an accountable executive
a drone operations and maintenance manual
a training program
standard operating procedures used during flight
processes to manage safety risks
With the RPOC you agree to:
maintain an adequate organizational structure
identify, assess, and mitigate risks
comply with training program requirements (as per CAR 901.219)
comply with maintenance requirements (as per CAR 901.217)
conduct operations safely (as per CAR 901.218)
